On The Guarantee Mechanism And Effect Factors Of The Growth Of New Professional Farmers In Zunhua

The strategies of the structural reform of the agricultural supply side and other major strategies have been put forward by the CPC Central Committee and the State Council,marking the development of China’s agricultural modernization and a comprehensive well-off society entering an important stage.It is necessary to speed up the process of the cultivation of new professional farmers for the completion of the structural reform of the agricultural supply side and promotion of modern agriculture development.Effect factors of new professional farmers should be analyzed systematically and the guarantee mechanism of new professional farmers should be constructed.It has become a major problem that needs to be studied and solved urgently in the current vocational training.This paper confirms that the training systems of new professional farmers in the developed countries of the world are comprehensive and diverse,which provides experience for the cultivation of new professional farmers in China.China’s new professional farmer training work starts late,but it has established a basic combination of formal education and vocational training,and the linkage training mechanism among relevant departments.The cultivation of new professional farmers has achieved a great success.Academic achievements on the new professional farmers are applied to the specific practices,producing good socioeconomic effects.Based on the existing researches and practices findings of domestic and foreign studies,the author,according to the new classification of professional farmers issued by the Ministry of Agriculture,takes the production and operation of the new type of professional farmers as an example,according to the human resources development individual quality evaluation KSAIBs model,from five dimensions which are knowledge,skills,ability,mediator,behavior and investigates the growth process of part of professional farmers of the Zunhua City,Hebei Province.Using the Delphi Method,the author identifies 30 factors that affect the growth of new professional farmers.Using the Decision Making and Evaluation Laboratory(DEMATEL),the author obtains the comprehensive influence index value of 30 influential factors andthe influence degree,influenced degree,reason degree and center degree of each factor,and the causal relationships among the effect factors and the importance of the growth process in the new type of professional farmers are made clear.It is believed in this paper that to strengthen the cultivation of new type of professional farmers,we must fully respect the law of the growth of new professional farmers,and with regard to the main factors affecting their growth,the establishment of the corresponding security mechanism has to be conducted.To speed up the process of cultivating new professional farmers,we must adhere to the market demand as the guide,to establishment of family farms and agricultural production cooperatives as the focuses,to improvement of the social security of farmers as the key,to promotion of rural cultural construction as the center of our work,to highlight of the new professional farmers in the cultivation of their comprehensive vocational ability,and enhancement of their intrinsic motivation of the growth.Considering the factors and result factors that affecting the growth of new professional farmers,The resources and technology integration mechanism,the supporting mechanism of economic industry,the optimization mechanism of social environment and the promotion mechanism of farmers’ quality were constructed to promote their growth.
