At the APEC business leaders summit,Xi Jinping pointed out that the arrival of the new economy would bring new opportunities and challenges to china,and moreover,economy as a link to the innovation and entrepreneurship would face new challenges and opportunities.Currently,the employment situation of college students in our country is worrying.Besides,owning to the expansion of university enrollment,the yearly increasing number of graduates plus the number of previous unemployed students makes a higher employment pressure of college students in China.On Feb 17 th,2017,the Ministry of Education promulgated the newly revised "Regulations on the management of college students" which clearly pointed out that: schools should encourage,support and guide students to participate in social practice,innovation activities,establish files and set credits for the innovation and entrepreneurship students.Schools also should make the detailed rules for the innovation and entrepreneurship of college students.Therefore,the education of innovation and entrepreneurship for college students is the trend to solve the economic and the employment,innovation and entrepreneurship problems of college students which is brought by the new economic norm having great theoretical and practical significance.Basing on the background of the new economic norm and the main line of the education of innovation and entrepreneurship for college students,and referring to domestic and foreign relevant entrepreneurial theoretical literature,by studying the theoretical basis of innovation and entrepreneurship education for college students,and the cases of innovation and entrepreneurship,this paper reveals and sums up the problems existing in the innovation and entrepreneurship education in China.And analyzes the problems to construct of innovation and entrepreneurship education system from four dimensions of school,government,society and family.And put forward the corresponding improvement measures according to the different aspects of those four dimensions.Chapter one elaborates the background and significance of this paper,research status at home and abroad,research content,methods and innovations.Chapter two is mainly about the related concepts.Firstly,it describes the new economic norm connotation and the internal relation between the new economic norm entrepreneurship education.Secondly,it describes the relevant concept of innovation and entrepreneurship education.Lastly,it guide the innovation and entrepreneurship education by applying Marx theory.Chapter three describes the status and analyzes the causes which mainly divided into two parts: the first part is about the present situation of innovation and entrepreneurship education of college students,including the achievements,problems and the case analyses;the second part is about the the analysis of the problems which is caused by innovation and entrepreneurship education from four fields of government,society,family and school.Chapter four is about the countermeasure analysis of innovation and entrepreneurship education of college students.First,schools implement innovation and entrepreneurship education through three parts what are concept education,curriculum development,teachers construction.Second,government guides innovation and entrepreneurship education which consists of three aspects: strengthen the support and improve the policy demands of different innovation stages firstly,pay close attention to implement to improve the supervision mechanism of "double" policy secondly,eliminate obstacle to promote the “double” system of deregulation finally.Third,society to promote the innovation and entrepreneurship education of college students mainly from the two sides: the one is to improve the social ideological and cultural soil;the another is to strengthen enterprise innovation and entrepreneurship support.Fourth,family support innovation and entrepreneurship education: one aspect is back to family education responsibility;another aspect is to improve the ability family education.
