China's rapid economic development has continued for nearly forty years,which has brought great changes to the rural landscape.But the rural primary school education is facing a severe test.With the rapid increase in the degree of urbanization,the rural primary school education in the overall scale is declining severely at the same time.The teachers' group must face a series of problems that need to be solved urgently,such as a sharp decline in the number and a growing imbalance in the structure.C F County primary school is located in South Central Hubei hilly area,the economic development of this region is in the middle level of Hubei.The development of F primary school are faced with common problems which Chinese most rural primary schools also have:the teaching staff is shrinking day by day,the structure of the team is unbalanced,and the development prospects are poor.This paper tries to explore a new path to construct teachers' group in F primary school.But through the literature search,can found a lot of this kind of research about this problem,but most of these stay in the matter,repeat each other,and little creative.Even so,the author thinks it is difficult to go beyond the existing research,then find a new way,based on the dilemma of C County F primary school teachers' group construction to analysis the problem,that no one involved in this problem with this way,exploring its causes,and put forward the corresponding countermeasures,in order to try to crack the rural primary school teachers' group construction predicament.The author through the data collection and survey interviews,analyze the specific case of F primary school teachers' group construction in C County,found that there are serious problems in the number,age,gender,professional structure and other aspects.This article has no matter the analysis of these problems,but the dilemma of the tentacles of the local government and the primary school F facing in the construction of teacher's group,analysis of the current situation in a dilemma,equally difficult to go on or retreat,such as aid-education policy,teacher training,control of substitute teachers,and school scale,hire substitute teachers and retain young teachers etc.,.Through focusing on the C F County Primary School Teachers dilemma attribution analysis,point out that the biased rural education policy,the pursuit of short term achievement of local officials and lack of education consciousness is the real reason which is hindering the smooth construction of teachers' group in rural primary school.Then the article points out that to solve the problem of the construction of teachers' group in rural primary school,the principals have no incompetent force,the government should has the main responsibility.Then from the government level of primary school education management,put forward the corresponding strategies to solve the problems of teachers' group construction on the whole,including a series of specific measures,such as the abolition of the rural primary school with too small scale,so that to realize the moderate scale of the school,taking a more flexible faculty hiring policies and the establishment of specialized training system,as far as possible to improve the attraction of rural primary school to excellent teachers,narrow the gap in the construction of teacher's group between the rural primary school faculty and the city primary school faculty,effectively improve the education level of rural primary school.
