Accompanied by the rapid development of society, education fairness has got more and more attention. At present, due to the unbalanced development of economic development, leading to the vast rural primary school, especially the teaching points have the shortage of teachers and lack of teaching resources. It's difficult to open the prescribed courses and the quality of the teaching needs to be improved. How to promote the balanced development of basic education and help rural education to overcome the difficulties faced by the education system has become an urgent problem to be solved.The rapid development of educational information has opened up a new way to promote the fairness of education. The dual-track digital school with the teaching community as the constituent units have emerged and has played an important role in the balanced development of basic education.This paper through the use of literature research, observation method, interview method, questionnaire and so on.Take "Guo Linlu Primary School - Panyuan, Gankeng"teaching community in Xian'an of Hubei Province as an example, to investigate the actual development of the teaching community Situation, investigating the actual development situation of teaching community, summarize the deficiencies in the process of development, and carefully analysis the related causes . Put forward the corresponding improvement strategy combined with the reasons and hope to provide certain reference for the subsequent development of teaching community.This paper includes six chapters, the specific content as follows:The first chapter is the introduction. This part mainly introduces the basic situation of the research, including the research background, the research purpose and the significance, the research thought and the content, the research method, and further elaborates the related research present situation both at home and abroad.The second chapter is the double track digital school and its teaching community.This chapter introduces the dual - track digital school , concept and features of the teaching community , the role and value of the teaching community.The third chapter is the investigation of the development of "Guo Linlu Primary School - Panyuan and Gankeng" teaching community. In this chapter, the teaching community is introduced in detail from four aspects: concrete profile, preliminary construction, practice exploration and the current situation of the development.The fourth chapter is the deficiency of the development of the teaching community of "Guo Linlu Primary School - Panyuan and Gankeng". The main content of this chapter is to combine the actual development of "Guo Linlu Primary School - Pan Yuan and Gankeng" teaching community and summarize its development faces a series of problems.The fifth chapter is the improvement strategy of "Guo Linlu Primary School -Panyuan and Gankeng" teaching community. Combined with the analysis of the causes of the fourth chapter, the paper puts forward the concrete strategy which is conducive to the sustainable development of the teaching community.The sixth chapter is the summary and prospect. Summarizes the research papers,Clarify the concrete achievements of the research, and further introduce the shortcomings of the research. In addition ,prospects for the future research.
