| Recent years,with the incidence of autism increased worldwide,the number of children with autism in China is also increasing.The welfare problem of autistic children and their family has become a hot topic in both government and academic circles.At present,the family is the main place for autistic children,bearing care,rehabilitation,education,and other services.Protecting the family is actually in the protection of the children.The author of thesis conducted a study on the family with autistic children,discussing problems and needs of the family with autistic children as well as implementation effect and problem of welfare policy.It is attempted to explore the countermeasures and suggestions to improve the welfare policy for the family with autistic children.On the basis of interviewing with family caregivers of 6 autistic children in a rehabilitation center,to investigate the present situation,plight and needs of the family with autistic children.Through the description of the status quo of family care of autistic children from the aspects of economic support,life care,rehabilitation training,education development,it found that family with autistic children faced the plight of with uncertainly child development,caring pressure,highly rehabilitation costs,heavy economic burden,lacking of professional knowledge,frustration of family education,social marginalization,social network narrow.The needs of family included financial aid,care support,inclusive education,social acceptance and so on.However,reviewing the development of rescue work on autistic children for more than ten years,which shows that,while some substantive results in rehabilitation and economic assistance has be made for family with children of autism,such as the establishment of rehabilitation training institutions,given the assistance of rehabilitation treatment for children with autism and family care subsidies,some problems remain,regulation dispersion,low implementation validity,narrow coverage,low level of protection,uncompleted policy,the lack of policy for family.the need for variety of family with autistic children are difficult to meet.The research also studied the practical experiences of relevant policies from foreign countries,Hong Kong and Taiwan.The results show that they protect the delivery of welfare services by legislation,pay attention to the support of community and social organizations,and focus on the approaches to support welfare services for the whole family.Based on the study of their practical experience on relevant policies,this research take the theory of Welfare pluralism and need theory as support to propose the service concept by"support the family" and the welfare policies system for child with autism and his or her family which participated in by the cooperation and participation of multiple subjects,as the government,the community,the social organizations and the families,and the mainly aim is to enhance the family function,to raise the level of family welfare and life index for children with autism.The concrete performance is in four aspect:firstly,play to the role of government in policy making and service provision;secondly,establish service platform based on the combination of the family and the community;thirdly,encourage the employment organization to participate in actively,by providing inclusive education for autistic children in preschool and suitable employment for adult autistic groups;finally,improve supply efficiency of not-for-profit organization. |
