The construction of rural education can not be separated from rural teachers.The quality and structure of teachers can’t fully meet the needs of rural education at present,which still faces a shortage of "teachers", especially the lack of young and middle-aged teachers.In order to promote the development of rural education, our country and provinces have formulated the corresponding policy and put into practice one by one .Hubei Province promulgated the implentation of compulsory education teachers of new mechanism in 2012,every year thousands of special program’s teachers had been recruited to rural primary and secondary schools,which to explore new approaches to balanced development of compulsory education in rural and urban areas.The literature research method,survey study and case study are used in this paper. It analyses the effectiveness of the policy from policy design, working status of teachers, living status of teachers, developmental status of teachers and the policy tracing.This paper compose of four parts except introduction:The first part is a overview of the new mechanical policy of teacher recruitment.The overview is mainly about the analysis of the policy text from policy design,policy adjustment and policy influence. A tentative exploration about the principal and criterion of policy effectiveness is done on the basis of relevant theory.The second part of this paper presents a survey on the current situation of implementation of the new mechanical policy. Firstly, the survey design is presented. It compose of research object, research variable, the distribution and the collection of questionnaires. Then, an introduction on composition of teacher teams, teachers’ work status, self-recognition and views on the policy is presented.The third part is mainly about the analysis of survey result. The questionnaire and the unstructured interview were used to analysis the effects achieved and the main problems during the policy execution and so further to explore the reasons that influence and restrict the policy effectiveness.The forth part is about some strategies to improve the effectiveness of new mechanical policy of teacher recruitment. Suggestions were proposed from four aspects aiming at the problems during the policy execution and the new features of rural education. In order to improve the effectiveness of the policy,it needs to lay emphasis on the scientificity of policy making; to assure a reasonable salary; to strengthen the teachers’ professional self-identity; to pay attention to the environment of teachers’professional development. We hopes to assure the effectiveness of the new mechanical policy at the most extent.
