Study On The Training Problems Of New Farmers In Heyuan City

China is a big agricultural country,and agricultural modernization is the basis for implementing the new concept of development,building a well-off society in an all-round way and realizing a comprehensive modernization.In 2012,the No 1 Central Document,which has been paying attention to the issue of "three rural issues" for many years,has proposed to "cultivate new professional farmers".Since then,the cultivation of new professional farmers has risen to national strategy.In 2017,the No.1 Central Document also proposed that "focus on the cultivation of new professional farmers,migrant workers to enhance vocational skills;improve the training of migrant workers targeted and effective." Development plan of cultivating new professional farmers in China during the 13 th Five-Year Plan period” is also on the construction of new professional farmer team,strengthen the talent to support the deployment.It can be seen that it is of great significance to improve the overall quality of the peasants and to speed up the modernization of agriculture and to build a well-off society in an all-round way.This paper had a field survey and statistical data analysis of the new farmer education and training in Heyuan city,based on the extensive collection of literature and information on the training of new farmers.In the premise of carefully combing the human capital theory,rural education theory and other related concepts,from the aspects of organization management system,teachers configuration,training contents and teaching form,focus on the analysis of Heyuan city,the new farmers training status and problems,and on the basis of farmer training experience of developed countries,proposed measures to promote the training of new farmers in Heyuan: Exerting the leading role of government sufficiently.;Perfecting the system of laws and regulations,establish supervision and evaluation mechanism;Increase capital investment,corporate social multiple participation;Rich in innovative forms of training,improve the training content;Strengthen social guidance,raising farmers’ participation motivation.
