The development of science and technology is closely related to the development of higher education.Scientific research can not only supply enough power for economic growth in China,but also has become an important way of promoting the industrialization of science and technology and improving national quality of life.Colleges and Universities are important institutions for cultivating high-quality scientific researcher.It is extremely unfavorable for the development of science and technology in our country,if you can't make full use of science and technology resources,fully excavate the potential of talents and improve the output efficiency of science and technology in.So,this paper argues that study the present situation of the input and output of science and technology in colleges and universities by quantitative analysis method.Deeply analyzed the correlation between input and output of science and technology,it showed that the importance of improving national comprehensive strength of scientific research,promoting the development of national economic and improving the quality of national life.Besides,this study will also provide certain practical guidance for science and technology work of colleges and universities.Firstly,analyzed the present situation of input and output of science and technology in colleges and universities from the aspects of investment of financial and human resources.According to the result of survey shows: The current status of the investment of science and technology in domestic colleges and universities shows that the growth rate of human resources is relatively low;financial resources investment funds is growing rapidly,but the growth rate is decline year by year;the absolute difference between the investment of human and financial resources is growing,relative difference is narrowing in regional colleges and universities.Secondly,summarizing the output situation of science and technology in our colleges and universities from the aspects of scientific works,academic papers,patent and so on.The result shows: on the whole the output of science and technology is on rise,but sometimes the growth rate is instability;there are great differences in regional universities.Thirdly,by using the panel date model,studying the input and output of science and technology in universities of China,the correlation between national economic growth and input of science andtechnology in universities.The result shows: the investment of human and financial resource in universities of China has promoted the output of science and technology and local economy growth.Meanwhile,the influence of the human resources is bigger than the effect of financial resources.Finally,the research analysis mentioned above reveal that human resources of science and technology have been investing heavily in universities of China,but regional collocation is unbalanced;funds of science and technology in colleges and universities is growing rapidly,but the configuration structure should be more optimized;the input and output of science and technology efficiency is in a good condition in China,but there is a big difference among regions.Based on the above conclusions,the paper proposes these recommendations: the government should strengthen the construction of human resources,improve and perfect the system of talent incentive mechanism;the government establish diversified funding investment mechanism,optimize the allocation structure of financial resources of science and technology;the government have overall planning,so as to promote the balanced development in different regions;the government should also deepen the reform,set up the scientific management system of science and technology.
