Education policy is an important method to allocate the educational resources for a country or a region.The content of the education policy and its implementation dominate the present and the future of education.Minority education is the significant manifestation for quality and fairness in education of a country or a region.In the elements of education,the teacher is one of the most important element.Thus,the effect of the implementation of the policy for ethnic teachers constraints the development of national education,restricts the educational development of a country or a region.Based on the literature review,this study uses the frame of Kingdon’s Three Streams Theory to analyze the agenda of aboriginal teacher policy of Taiwan district,and obtains the reasons and realistic constraints of the policy of indigenous teacher in Taiwan which help to prepare for further analysis with more reason.Then analyses the objectives of aboriginal teacher policy in Taiwan.Based on the Fowler’s evaluation method and the analysis of the objectives,this study using statistic data relating,combined with the field survey and in-depth interviews to explore the result for the aboriginal teacher policy.This study finds that by implementing Aboriginal teacher policy,the growth of native teacher is still low,teachers’ degree have been improved,the quality of aboriginal teachers have been improved,the multicultural literacy of aboriginal teacher have been improved.In general,the policy of aboriginal teacher in the Taiwan has a certain benefit,but the degree of the benefits needs further evaluation.Finally,the study put forward some policy suggestions for Taiwan: the policy system of indigenous teachers should be complete;the content aboriginal teacher policy should be clear;aboriginal teacher policy should emphasize on encouragement;politics should not be too much involved.Enlightenment for mainland China: perfecting the policy system of minority teachers;deepening the study of minority teacher policy;paying attention to the clarity of minority teacher policy;minority teachers policy should be targeted for different object.
