As the core backbone of technology workers,high-skilled talent is an important part of our country's technical skills personnel.It has important significance to speed up the economic restructuring and industrial upgrading.Only the construction of high skilled personnel realize "double breakthrough" in the development of scale and content,can we meet the challenge of the new era under the slogan of "building China's economic upgrading".To realize the "double breakthrough" of the construction of high-skilled talents,we must found a sound high-skilled talents training policy.Among them,we put the high-skilled talents access mechanism,social evaluation,recognition and incentive system as an external policy,and the high-skilled talents training policy,corporate training policy,school-enterprise cooperation system and so on as the internal policy.This article make a comprehensively summarized about the research status of the development policy of high skilled talents in our country,and the connotation of high-skilled talents in the new period of in-depth study,systematically analyzes the main mode of high-skilled talents training in China's current situation and major problems,carding the development of the policy since the new century,analyzes the causes of existing problems in the current policy and the implementation of the policy incomplete.Based on the analysis of the problem,this paper puts forward the countermeasures and suggestions of improving the internal policies of high-skilled talents from four dimensions.These four dimensions are: improving the industry association,making them playing the main role in the cultivation of high skilled talents;strengthening macro regulation and control,making the government playing the leading role in the high-skilled talents training;improving school-enterprise cooperation system,strengthening enterprise's responsibility and function;strengthening the international cooperation of high-skilled talents training.Under the four dimensions,it is also clear that the detailed rules and requirements of the government,industry associations and enterprises to do a good job of high-skilled talents,and strive to put forward practical,workable and effective countermeasures to improve our country's internal policies about high skilled.
