| Colleges are important centers of talents in our country, and college graduates are important force for our country transformation from the nation with great talents to talents powerful nation. The employment of college students is not only related to the vital interests of graduates and people, but also related to the sustainable development of higher education in China and the basic state policy of reinvigorating China through human resource development relying on science and education. Since the enrollment expansion of colleges and universities in 1999, the number of college graduates increase at a speed of nearly 700000 people per year. In recent years, although the rate of increase has declined, the annual increase in the number of still reached more than 20. The employment situation of college graduates has already been in a serious situation and will be in a long period of time. Solving the employment problem of college graduates has become China’s current major social problems, economic problems and even political problems.The author has been in Colleges and human resource service agencies engaged in the employment of graduates related work since 2006, focus on graduate employment policy, especially in China’s economic growth rate slowed down, the economic and social development in the quality and efficiency of the new normal for a long time. Those problem t linger in the author’s mind that at present employment can the policy adapt to changes under the new economic normal? How to achieve the effectiveness of employment policy? How to establish a long-term mechanism for employment policy formulation?It is in the above background., the author carries out the research from the perspective of public administration, through literature research, comparative research and deductive reasoning and other research methods, analyzing the theory of public policy and the employment policy with our current graduates to sort out. In reference to the employment policies of major countries in the world, the author puts forward some suggestions and ideas on the reform of employment policy of college graduates under the new economic normal, including improving the policies, relevant laws and regulations, the unbalanced development of economy, establish effective policy evaluation information system, the development view of the college graduates employment trends, cultivate and set up the modern concept of flow profession, accelerate the pace of social production structure adjustment and upgrading, to break barriers to the household registration and employment registration system and so on. The author also puts forward the strategies about how to improve the employment policy, including deepening the theoretical research, attaches great importance to the scientific reasoning, focus on policy propaganda, improve the efficiency of execution and supervision, feedback, etc. Finally the author proposed his ideas on the three sets of policy mechanism of establishing an early warning system for the employment, employment emergency mechanism and the long-term effective mechanism of employment. |
