Learning Plan is a well-designed plan made by teachers based on their accurate understanding of the textbook and thorough analysis of the students to improve the efficiency of the students'self-study. Plan-Guided Teaching and Learning is a new teaching approach with Learning Plan as a guideline to direct the students in their autonomous learning. It is based on such theories as Constructivist Theory, Humanistic Theory and Zone of Proximal Development. In recent years, some researchers have declared that this is an effective teaching approach. However, some teachers in practice have found that this is not the case. So why is there such a contradiction? Is the teaching approach problematic in itself, or have any problems arisen in the process of application? This research is intended to make an investigation and find about the true situation.The investigation was conducted in a senior high school through questionnaire and interview. The results show that this new teaching approch does have a certain effect. It helps the students to develop the consciousness of independent learning and gives them a direction about how to study. All in all, it provides a lot of help for students especially on preview and review. For teachers, to some extent, it improves cooperation and communication between them. Besides, it can also enhance teaching performance. However, there are still several problems which exist mainly in the design and the application process of Learning Plan. The paper analyzes the reasons and comes up with some suggestions for improvement. For school leaders, they should improve the quality of the teachers' collective lessons, the academic study and the school-based teaching and training. In addition, they should change the evaluation mechanism of the teachers. For teachers, they should carry out the reflective teaching actively, consummate the evaluation system of the students, and strengthen their own professional development. For students, they should change the traditional way of learning.
