In order to achieve a quality education, satisfy social requirement for diversified talents and ensure status of the teachers, the triple managements of state was implemented in our country in the early 21st century. The managements cited by "Basic Education Curriculum Revolution Outline", encouraged local and school to develop their own curriculums. After that, the school-based curriculums development was regarded as an essential work of basic education of curriculum revolution. In view of its importance and broad prospects of research, this study, basing on the urban area of Fuzhou, focused on the status of the biology school-based curriculum development.These studies maked comprehensive use of document analysis, network data collection, question-naive survey, interview and classroom observation. On the one hand the research progress of school-based curriculum development was reviewed with a sequence of time and space, and the related concepts of school-based curriculum development were defined in this paper. On the other hand, first of all, the status of the biology school-based curriculum development at the high school in urban area of Fuzhou was preliminary studied, then, the teaching scene of school classroom were observed; secondly results and experiences of the curriculum development in the field were summarized; finally the paper analysed the existed problems, and countermeasures were proposed. Select interest-oriented curriculum;strengthening teachers'professional training,and reinforce comprehensive curriculum development ability of teachers; school-based curriculum development is based on learning theory; establish mechanism of incentives and support systems to ensure the smooth implementation of the school curriculum development work.
