The academic credit system currently implemented in most regional universities is the one of Chinese characteristics—the credit system of academic year,a teaching management system fusing features of both the school year system and the academic credit system.Recently the credit system of academic year has failed to keep track of the requirements to cultivate talented people.With the advancement of innovative college education development and the establishment of innovative educational system,complete credit system will prevail inevitably in the course of innovative college development,to fully motivate both the teachers and the students,to accomplish teaching students according to their aptitude,develop students' individualities,promote resources sharing and foster innovative and compound talented people demanded by the society.To implement the complete credit system is a “domino effect” systematic project,involving the innovation of a series of management modes and systems,such as teaching management,personnel management,students management,financial management and logistics management.Besides,it also includes the external reformation of some formal explicit systems and informal implicit sytems,together with the traditional system culture.Since the implementation of college enrolment expansion policy in 1999,regional colleges in our country have encountered a succession of common challenges in the process of carrying out the complete credit system gradually,ranging from the shortage of clssrooms and teachers,more difficulties in courses allotment,to students' lack of self-discipline,the gradual fade-out of the conception of class,troubles in students administration and excessive failures in make-up examinations.These issues have a direct influence on the further implementaion of the complete credit system,or even have imposed some obstacles.Starting with the background of conducting the credit system,this paper analyzes and probes into issues and restriction elements existing in the carrying out of the complete credit system in our university,and further provides some concrete strategies,offering theoretical and practical references for improving and deepening the innovation of complete credit system and promoting the development of regional high education.
