The credit system is evolved by the course selection system in colleges and universities, put forward by the famous German educator Humboldt at the earliest. The credit system is a new kind of teaching management system, and plays an important role in the advance of education in our country. Complete credit system emphasizes the status of students, takes personalized education on students, meets the demand of diversified talents and the development of the market economy in China. China’s reform of the credit system is in the background of rapid development of the market economy, colleges and universities to change the cultivation conception, the diversified social needs for talents, education reform and college graduates autonomous employment, and, it presents characteristics of laying stress on student individual development, adopting the flexible educational system, establishing the tutor system, taking credit charging, and valuing management by objectives.This paper adopts literature research method and questionnaire analysis method, to research and analysis the educational situation under the background of the complete credit system in a comprehensive university in Jinzhou, Liaoning Province, in order to discover the difficulties of implementing complete credit system in regional regular institutions of higher education in China. The main content of this paper is divided into four parts: The first part is the background and characteristics of the complete credit system; the second part is the difficulties of implementing complete credit system in regional regular institutions of higher education in China, through questionnaire analysis found problems such as the serious shortage of teaching resources, the low level of teachers, the lack of funds, the low level of management, elective courses less and low quality; the third part is problem analysis, obtains the dilemma of ideological concept, the policy system predicament, and schools’ own difficulties; the fourth part is the emphasis of writing, but also the important value, aiming at solving the difficulties of implementing complete credit system in regional regular institutions of higher education in China, putting forward countermeasure in five aspects, that is, changing the idea of education, strengthening the education and teaching, using modern information technology, optimizing the environment of implementing credit system, and the mechanism system of credit system, thus improving the credit system in regional regular institutions of higher education in China.
