The colleges and universities is one of important forces in carrying out scientific research in China.In recent years,with the rapid development of the higher education cause,the projects of scientific research and the funds of scientific research both showed a trend of substantial growth,,and scientific research funding has become an important source of funds in Colleges and universities.In the process of management and use of scientific research funds,most of universities strengthen management and use it more rationally according to the requirements of the ministry of finance and the ministry of education,which ensure the smooth implementation of the scientific research projects.But the situation of the audit and check in the recent years indicates,there are a few universities which make little account of research funds management,or whose execution of existing management system is not strict.These phenomena lead to some problems in the scientific research management in university,which have affected the normal scientific research work.This paper summarized summarized problems existing in the management of scientific research funds in Colleges and Universities under the new situation,and then put forward targeted countermeasures and suggestions,in order to further strengthen and perfect the university scientific research management,clear economic responsibility,improve the efficient use of funds and ensure the development of the scientific research work,with a strong practical significance.The paper consists of three parts:The first part of the paper:the source of domestic scientific research funds:first,financial allocation;second,enterprise funds.Problems existing in the management of scientific research funds in Colleges and Universities under the new situation:first,colleges should pay more attention to the quantity and scale of scientific research fund project,despise the scientific budget management;second,the scientific research funds in Colleges and universities and scientific management system lags behind so that the vertical and horizontal management system is not balanced;third,colleges and universities failed to achieve unified management to research assets and results,resulting in funding use efficiency is not high;fourth,the management in the process of scientific research project and the degree of information fee of financial accounting in scientific research projects is not enough;fifth,the audit supervision is not enough,and the performance evaluation system is not perfect.The second part: under the new situation,volume of reasons that the management of scientific research funds in Colleges and universities exist are analyzed : first,under the new situation,there is a deviation in the understanding of university scientific research personnel of scientific research funds;second,the management of scientific research funds internal control is not perfect in Colleges and Universities under the new situation;third,the research and asset management exists loopholes in Colleges and Universities under the new situation;fourth,under the new situation,the management of scientific research funds in Colleges and universities is lack of contact information;fifth,under the new situation,college scientific research personnel is not active and enthusiastic enough.The third part:in view of the problems existing in the management of scientific research funds in Colleges and Universities under the new situation and reason analysis,this part proposed five measures: first,scientific establish university research funding budget rules,strengthen supervise the budget implementation;second,strengthen the accounting system of research funding,especially lateral funds accounting system;third,improve the efficiency of the scientific research funds’ usage,and optimize research and asset management;fourth,construct network information management platform,to provide convenient services for financial management;fifth,strengthen internal supervision,and establish the performance evaluation system of scientific research funds.The author by reading the relevant literature,with the method of colleges and universities investigation,with examples of some domestic colleges and universities over the years of scientific research funds use,combined with the practice of financial management of colleges and universities experience,starting from the status quo of the management of university research funding,with the examples of the universal existence question,reveals the personality of specific groups,provides theoretical basis for the management of colleges and universities in the future research funding,achieves sustainable development of research funding,and comes true the pursuit of the maximization of social benefit of scientific research funds.But due to financial management of research funding itself is a dynamic process,involving the management level and management content is very extensive,and because of financial management of research funding numerous classification,for the widespread problem on the commonness of lack of in-depth research and analysis,this article puts forwad typical problems only from the existence universal question,and from the perspective of financial workers,finds out the reasons and puts forward the countermeasures.But the involved problems of scientific research funds management is less deep analysis.
