The development of high school education in our country plays a very important role in the whole national economic growth.In particular,the proportion of the rural labor force receiving high school education is low,which will directly affect the rural economic development.The development of rural ordinary high school education is an important part to improve the quality of the rural population and rural labor productivity.However,there are still many problems in the development of rural ordinary high school education,which hinders the development of rural education in China.For this,this paper,based on the perspective of network governance theory,to the rural areas of Jiangsu Province,the development of ordinary high school education research and analysis,to resolutely and comprehensively promote and deepen the reform of rural ordinary high school education,build diversified,high-level,high-quality rural high school education,strongly comprehensive accurately to promote and deepen the reform of the rural ordinary high school education.Based on the theory of network governance,this paper combines the literature research and empirical research,the theory and practice,takes the problem of rural senior high school education in Jiangsu as the analysis object,and uses the network governance as an example to analyze the rural governance in the development of high school education,so that then the theory can serve our educational public utilities,reform and develop China's education better and better.The paper totally has five parts.Firstly is the introduction.It gives the research background,the research significance,the domestic and foreign research synthesis and so on.The second part gives the related concepts of public service.It mainly contains rural ordinary high school,networked governance and networked governance theory.The next part describes the current situation of the development of rural ordinary high school education in Jiangsu Province.In the course of the development of ordinary high school education in rural areas in Jiangsu Province,the government has unfair policies on rural education development,imperfect government supervision and incentive system,serious financial shortage and the government's unbalanced allocation of educational resources on a series of issues.The fourth part elaborates the reason analysis of the development ofthe rural ordinary high school education in Jiangsu Province,such as the lack of reasonable network framework,the connection between the supply subject is not perfect,the imperfect network responsibility mechanism and the government management ability.The fifth part,we apply the network governance theory to explore the development of rural ordinary high school education solutions.Effective measures to solve the problem of the development of ordinary high school education in Jiangsu Province from four aspects.For example,construct a reasonable network design framework,improve the connection between the main network link,perfect network responsibility mechanism and improve government management ability.
