Laos's And China's Higher Education Cooperation And Exchange From The Perspective Of Public Diplomacy

The development of globalization and deepening regional integration makes more social conflicts, declining traditional diplomacy, which created a multi-level and much content of new diplomatic relations. So many countries have been paying attention to the public diplomacy, which is theoretically reflecting a new diplomatic idea, that means to think about foreign gambling problem from the wider international community and the development interests of mankind's point of view. And it means to focus on the people's livelihood and social development,also shaping a good image of a country strategic planning. In practice, public diplomacy is a new kind of national strategy, through the culture and social communication, enhance mutual understanding and cognition, providing political mutual trust, so as to achieve the national marketing, government and people to benefit from multiple purpose.Education and cultural exchanges have increasingly become an important content in foreign relations, and the higher education is the important channel which the mutual understanding between countries. International higher education cooperation and education as the new foreign elements of public diplomacy, is also a product of globalization. The education in all countries actively make their strategies to cooperate with other countries to conduct exchanges, also to complement each other.In improving national talent internationalization and global vision, broadening the education category at the same time, also trying to improve the international competitiveness, improve mutual understanding and tolerance abroad. Under the background of the global theme, the development of higher education plays a important role on internationalization's social and economic progress in Laos,especially as the economic cooperation between China and Laos ,which is increasingly frequent and close to each other. So Laos and China's higher education cooperation and exchange are more important.Because Laos higher education development is shorter, the quality of teaching,teachers and education system is still in the primary stage, and Laos development of higher education is facing many practical problems. How to break through the bottleneck in the process of the development?
