belongs to belongs to special education and social welfare groups of objects,countries in view of the special children’s education problem has staged a series of social policy,but at present our country about the special children’s education more social policy to regulations,measures and Suggestions,etc.,the policy level is not enough,authority is not strong,the maneuverability is not high.At present our country special children the chance to accept education is still insufficient,special children’s compulsory education popularization level is low,both from the admission,the form of special-education and special educational quality and level of special education in the developed countries there is a big gap.Along with the development of the era,education fair and the rising consciousness of human rights,international protection of special children’s equal right to accept education calls for increasing,special children isolated was attacked by more and more scholars in the form of education.The declaration of salamanca 1994 formally put forward《inclusive education》.It to accommodate all the students,against discrimination,promote actively participate in,pay attention to collective cooperation,meet different demand,is a kind of classification of no rejection,no discrimination,no education.Salamanca meeting marks the beginning of the inclusive education practice in the world.Inclusive education as a new trend in the development of special education in the future to become an international consensus.The development of all countries for its inclusive education formulated the new policy,2014,China promulgated the《special education promotion plan(2014-2016)pointed out that in the next three years will explore inclusive education mode which accords with the situation of China,make the disabled children can receive appropriate education,equal participation in social life.At present our country is still in the early stages of the development of inclusive education,while the special children’s education development in our country at present there are still many problems,but the development of inclusive education,respect for human rights,protect the right of the disabled children to receive education will be the trend of the development of special children’s education in our country.Compared with the special children’s education in the developed countries of social policy,special children’s education of social policy in China started late,incomplete.So the special children’s education in our country’s social policy is of great significance to the future development of China’s special children’s education.Article in a special children’s education of social policy as the research object,by using the method of
