With the development of vocational education, it is getting more and more remarkable progress. Along with the expansion of teaching staff and the increasing performance, plus the optimization of general organization of teacher, the type of "instructor-engineer teachers" is leading the progress to create a multi-platform at secondary vocational school. Nevertheless, some issues related to performance assessment at secondary vocational school is appearing. Part of the reasons is lack of scientific ideology and means, plus the performance assessment system is not properly established, even lack of implementations, which causes less obvious effect. The point of how to solve the effectiveness and scientificity remains the key issues for the development of each secondary vocational school.This survey is mainly about teachers at secondary vocational school, analyzing the issues, causes and action plans to solve the issued for the teachers at this kind of school.This document is abstracted a case study of XA school of art, through questionnaires and field investigation toward teachers from XA school of art, with further analysis, to get the conclusion that the performance assessment for teachers from XA school of art is not rational, plus the constitution of which is not complete, even feedback towards of which is not getting some effects and the purpose of performance assessment is not well implemented with very simple reward for it. Considering its issues and causes, the first cause would be the target of performance assessment was not completed and the standard was not rational. The second one would be the subject of performance assessment was not properly selected. The third one would be lack of interaction and feedback of performance assessment and the fourth one would be imperfection of application of performance assessment. Finally, the improvement plan of performance assessment has been created based on the above analysis, ie to improve the system of performance assessment, complete of performance assessment and innovate assessment means plus create assessment feedback system so that the result of performance assessment can be implemented scientifically and rationally.
