Education is of fundamental importance to the fulfillment of our great long-range program.Higher education is a source of national science and technology competitiveness.Talent training is the ultimate goal of scientific and technological power,and the key to training personnel must have a high level of teachers.To further promote the construction of College Teachers' performance,appraisal system is an important part of the reform of personnel system in Colleges and universities,which is also to further enhance the enthusiasm of teachers,improve the teaching level of university teachers,and improve teaching quality.The key factor is to promote the development of higher education.Colleges and universities should follow the rules of higher education,exploring the establishment of a scientific and rational evaluation system of teachers' performance,according to their own development stages and characteristics.Giving full play to the guiding performance appraisal on Teachers' occupation planning and their professional development is the leading role of incentives and constraints of rational use of performance appraisal results,arousing the teachers' teaching,scientific research,innovation and entrepreneurial dynamism,the formation of long-term mechanism to promote the common development of teachers and schools.In this paper,the research background,research significance,research status and research methods are introduced,reviewed the performance appraisal,elaborated the relevant theories of performance and performance appraisal to the X University,existing evaluation system analysis,and find out the existing development of teacher performance assessment objectives and school transformation goals do not match;the dominant index,heavy light ethics and other implicit index only the results,ignoring the process;evaluation;problems of application of performance appraisal results is insufficient.According to the existing X university performance appraisal system,using qualitative analysis method,behavior anchor method,the performance evaluation index system of X University were optimized to determine the weights of indicators at all levels,while the introduction of teachers' moral evaluation and application value to further improve teachers' performance appraisal results.This study is an attempt to provide a practical way to explore the optimization of human resources in Universities in the transition period.
