Since the new century,the unprecedented development of vocational education in China,but the poor quality is still the most prominent problem.The manner in which the assessment and evaluation of students' knowledge and skills,the ability to pass knowledge and professionalism,and thus improve the quality,become the focus of vocational education reform and development.On the students' vocational skill evaluation system and the skills competition skill oriented inspection systems are two very different evaluation methods.Skills competition effectively promoted the quality of vocational education building our country,but there are some kinds of contradiction that between selectiveness and the comprehensiveness of quality of education,between competition and fairness resource utilization,and between the negative effects of skills competition and the educational intergrity level the overall problem.Under this background,Hunan Province explored and practiced the random skill test system for students of Vocational Colleges that effectively inspected the quality of vocational educational institutions,improved the educational level,and formed broad influence.Since the implementation of time is not long,not widely implemented,thus less related research.Firstly,the paper describes the reason of the topic,expand literature review and presentation research content and methods.Secondly,to explore the three theoretical basis of the random skill test system for students: theory of third-party evaluation,theory of human comprehensive development and theory of cognitive diagnostic.Again,through the Vocational Skills checks the implementation of sampling survey,and system designers,implementers,participants were interviewed to acquire the existing problems that the random skill test system is a single system,the implementation process is imperfect and needs low levels of results,etc.Finally,accodring to the theoretical basis,the findings and the basis of interviews,papers from six levels to improve the random skill test system of Vocational Colleges strategies that adhere to the theoretical of the random skill test system;build institutional system of the random skill test system;rich content system of the random skill test system;improve the implementation process of the random skill test system;improving skills sampling system and deepen the level of utilization of the results of research work the random skill test system.Papers by qualitative and quantitative research methods,the random skill test system for students of Vocational Colleges were discussed in order to provide meaningful ideas that improve the random skill test system for students of Vocational Colleges,and thus to provide advices that make better the skills of vocational school students and third-party assessment evaluation system.
