As in recent years the development and deepening of the reform of higher education, university governance become a problem of common concern in academic circles, more and more scholars have from the stakeholder theory, stewardship theory, economics theory, motivation theory as a starting point to investigate the problem of the governance of the university, and the preliminary made certain achievements in the theory. At the same time, the scholars have also gradually found the defects and deficiencies of the existing theory, the governance of the university is always large and complex systems of governance, need for theoretical support to realize modern university governance.University as a huge specific system, teachers as the core stakeholders of university governance, important position and process of universcle jumps out of the traditional corporate governance theory, through the depth of mining model of democratic governance theory, the connotation and characteristics of deliberative democracy theory, from the perspective of deliberative democracy theory of, in the theory area pole to explore the theory of deliberative democracy theory and the university internal governance meeting point, in the practice area of great concern of college teachers in university internal governance issues.In this paper, through the use of literature, text method, comparative law analysis the deliberative democracy from the perspective of the theory of university teachers in university internal governance issues, including the following five parts:Through the research of university governance at home and abroad, teachers’ participation in the study of the internal governance of the university, the results and deficiencies of the existing research are analyzed, which lays the foundation for the research;from the teachers with university internal organizational characteristics、foreign relevant experience and characteristics of college teachers of deliberative democracy theory in teachers’ participation necessity and feasibility of university internal governance, actively learn from the university of california, berkeley, sharing the experience of governance, in theory analysis and experience summary based on this study successively elaborated the teacher participate in the three stages of the internal university governance; combined with the teachers to participate in the university internal governance of the content of the status of deliberative democracy main theory from the perspective of teachers in colleges and universities in the contents of university internal governance; combined with the university’s internal rules and the actual situation, analysis of deliberative democracy from the perspective of the theory of university teachers to participate in the specific procedures involved in inside university governance; multi level, multi subject of teachers in university internal governance evaluation. The purpose of this paper is for teachers to in the procedure, a comprehensive evaluation system to analyze, finally promote teachers’ further、rderly、efficient in inside university governance. Participate in university governance determine the details of the micro goal, defining specific in content, straighten out the details involved.
