The theory of deliberative governance mainly comes from the theory of deliberative democracy and its application in the area of public governance. It puts forward that in the process of public affairs management, under the condition of sufficient information and fair procedures free and equal citizens can think rationally and discuss openly about the public policy; through persuading they achieve individual value and transformation of preference, thus making decisions legitimate and legal. The deliberative governance in university is the practical form of grass-root deliberative democracy, which is based on the concept of power sharing among members and is expressed as the cooperation and common-governance of different interest bodies in the university. However, multiple subjects also bring diversified interest demands which are not in consistence with the university development goals. In governance practice, problems like “transitional government”, “passive management” and “administration departmentalism” have always existed. Deliberative governance emphasizes the individual responsibility for public interest, values the improvement of public opinion quality, hopes to make all parties to understand each other's position and improve the personal appeal as the concensus resolution through constant dialogue and negotiation. Its proposition of rational tolerance and equal consultation could provide guidance for Chinese universities to walk out of governance dilemma.But the concept of negotiation is not implanted into the university mechanism, it needs both internal and external efforts. The plural ownership structure of economy, the peculiarity of political space and rapid popularization of information technology provide the possibility of deliberative governance in our universities. At the same time, essential characteristics of university and realistic difficulties of university governance provide necessity for deliberative democracy into university governance. Since the 1980 s, in view of their respective historical traditions and realistic backgrounds western countries explored the promotion of deliberative governance in universities and obtained good results. On the basis of learning from foreign experience, Chinese universities can build the mechanism of deliberative governance suitable to Chinese realities from three aspects, improvement of value idea, choice of path platform and design of rules and regulations. For Chinese universities in transitional period, this will not only promote the benign interaction among university members, but also enrich internal factors of university governance. And it will provide beneficial discussions for promoting the establishment of Chinese modern university system.
