The population of China is largest in the developing countries, the problem of population is a large issue for the economic construction and social development. The fertility policies play an important role in resolving the problem of population. The fertility regulation policy has controlled the population and improve population quality effectively. The Two-Children Policy aimed at improving the level of fertility and Alleviating the degree of population aging. Whether the fertility policies can effectively address the new population problem or not. It is a topic worth discussing that how the fertility policies promote the economic construction and social development.This paper bases on the public policy theory, population management theory, and family growth theory, analyzes the theoretical affects of the fertility policies effect on the population, combs the evolution of the fertility policies, focus on the background,intention and content of the fertility policies, tests the influence of the fertility policies.The research shows, what the initial population problem is that the excessive population,the rapid growth, the low quality. And then the problem changes into the imbalance birth gender, the bias demographic, and the grim population aging. And now the problem of population includes the low birth rate and growth, structural imbalances in the labor force, and the acceleration of population aging. The fertility regulation policy has controlled the population and improve population quality effectively, at the same time, it creates the new problem of population, so the government carry on the Two-Children Policy. The fertility policies influence the number of the population, the population structure, and the population bonus. Which includes positive effect and negative effect. To Summing up the fertility policies, and then making suggestions.
