| The logistics socialization reform of China University has operated for nearly 15 years, which has formed a lot of useful experience and exploration,but many problems and difficulties still need to be solved. I made a research of purchasing service mode based on logistics socialization reform practice of Shanghai J University.At the first of the paper, we point out that the reform of logistic socialization in universities is the national strategy for the planning of logistic socialization in university development, and the develop requirements for university under the background of a comprehensive reform in university.What’s more, it is the realistic requirements of logistics scientific development in Universities. This paper illustrates the theory of university logistics service purchase from three aspects, which are new public management theory,institutional change theory and outsourcing theory. Then, we present three kinds mode of purchase service for the logistic socialization reform in university, i.e.traditional “self-management” logistics model, simulating party A and party B model, fully market-oriented model. Besides, the article points out the main problems existing in the process of university logistics purchase service from the aspects of management system, operational mechanism industry support and team building. First, “self-run” logistics management system has restricted the further development of the purchase of services. Second, operation mechanism of "pseudo enterprise" has affected the effective implementation of the purchase of services. we are facing the dual puzzle which are logistics personnel placement and public welfare guarantee, facing another difficulty which is logistics personnel lacking of enough of recognized degree of purchase service.Next, it summarizes and analyzes tree foreign university purchase service, which are Anglo-America model, Germany and French model and Japanese model,and puts forward the implications for purchase service model of university logistics socialization reform in our country. Guarantee the logistics services necessarily for the public welfare attribute and welfare characteristics through government subsidies and some other kinds of ways; Be bold to open school logistics service market and introduction more diverse social service entities to promote market-oriented operation mechanism; Nation plays an important role in policy support and social security, optimizes external environment for the reform of logistic socialization in universities.Finally, combined with theoreticalstudy and empirical analysis, the paper mainly presents some advice of purchase services in forward the reform of logistic socialization in universities. First,establishing the "tube selected" logistics management system, to truly realize the enterprise "party" logistics mode. Second, promoting the contract market operation mechanism, to form the investment mechanism of logistics service industry as the standard calculation, the operation mode in logistics service contents according to the attribute classification development, and the assessment and evaluation mechanism with the equal attention of logistics economy index and social index. Third, developing the autonomy of the legal industry logistics to promote the security function and make up effects and brand of the logistics socialization reform. Fourth, strengthening the professional team construction in logistics socialization reform, improving the thoughts of logistics personnel cognition of the social and enhancing the management capacity of modern logistics backbone team. |
