Natural disaster and man-made disasters occur frequently in modern society, “Risk Society” has already approached. Especially since the 21 stcentury, faced with daunting status of disaster prevention and reduction and secondary school students' collective incompetence of disaster prevention and reduction, China's study on curriculum system building of disaster education for secondary school students has been a blank paper.These highlighted problems focus our attention on the study. Consequently, the study can not only expand research area of disaster education to enrich and improve theoretical system of disaster education, but advance pertinence and effectiveness of disaster education for secondary school students in China to fully improve their competence of disaster prevention and reduction.This paper incorporates theories and methods of ideological and political education,sociology and pedagogy, delivering a rather fully analysis on curriculum building experience of disaster education in different nations and enlightenment to China. And also, this paper analyzes basic condition and major problems in the curriculum building of disaster education for secondary school students in China through research, and presents relevant theoretical foundation. Based on the above, this paper finally proposes basic ideas of curriculum system building of disaster education for secondary school students in China from perspectives of curriculum system building rules, curriculum arrangement and its designated function, curriculum objective, curriculum content and implementation specification.
