| At present,university-governance has become a hot and significant issue in higher education.University statue,as the basis of university governance,is increasingly and accordingly valued.National laws and regulations start to regulate the contents of University charter.In the meanwhile,universities are also actively involved in this construction.Although some statues have been established and implemented by parts of universities,it is not only not spread to the local universities,but also fails to meet the standards prescribed by the contents of statues in terms of implementation.With contemporary knowledge and economic globalization,China’s universities and colleges should improve their university governance and strengthen the construction of university statutes.Throughout the American universities,we find that they almost have statues filled with high authority and seriousness and completed accountability system in the process of implementing as well,so the universities can acquire scientific governance.Therefore,this study is based on the contents and implementations of American universities in two aspects in order to promote the construction and implementation of China’s university statues.This study can be divided into five parts.The first part is the introduction,which mainly introduces the research background,purpose,significance,routines and methods,and sort out the previous data.The second part is the history and process of American university statues according to the time-order,which consists of three stages: transplanting stage,learning stage and forming stage.The third part is the structure and content of the American university statues,which take the Statue of the University of Pennsylvania and the Statue,Bylaw and Charter of Pennsylvania State University of the United States as examples to arrange and analyze the structures and contents.The fourth part is the status,characteristics and guarantees of the implementation of two Universities’ statues,mainly expounds the current situation after implementing the statues,sums up the characteristics based on this and ensures how they scientifically make it possible.The last part is the enlightenment.It begins with an analysis of the current situation and existing problems of China’s university statutes and then puts forward six suggestions on contents and implementations of our local universities’ statues. |
