Education is the most important foundation for our country. The standard of measuring the quality of education in Colleges and universities is the teaching quality of the teachers. The teaching evaluation system is an important means to control the teaching quality management of colleges and universities and an important part of the quality assurance system. It is the key to improve the effectiveness of student evaluation of teaching to make the system play effect. Through interviews and questionnaires we could understand the current situation of China's evaluation of teaching effectiveness and then dissect the related problems using Barnard tissue system. At present, the reasons of the low effectiveness of the student evaluation of teaching in our country are the following three. The first is the imbalance of teaching objectives. The students, teachers and administrators have bias in the understanding of the teaching objectives and the teaching objectives of the three main bodies are not coordinated with the teaching objectives. The second is the failure of information communication, which reflected by that the assessment of teaching information is not perfect, inaccurate and not true. In addition, the student evaluation of teaching information in the three main subjects is not evenly distributed. It means that managers are in the dominant position, while the students are the weak point of information communication. The third is that the participation of the main body of the system is disorder. The attitude of the student to assessment of teaching is negative and irresponsible, while the teacher is full with doubt and distrust. Therefore, it is difficult for teaching evaluation system to play a real role in improving teaching quality and achieving the common progress of teachers and students. In this view,according to Barnard's theory of social system, to improve the effectiveness of student evaluation of teaching needs the management to take the following measures:the first of all is to strengthen the willingness of the subject of teaching evaluation to cooperate. The second is to maintain the balance of teaching objectives. The last is to strengthen the communication of student assessment of teaching information.
