The education reform is not only focusing on the quality of education,but also on the quality of school education.The quality of school education is reflected by students' academic achievement.More researches show that the qualified teachers have a positive impact on students' academic achievement.In recent years,the United States published a large number of educational policies to make sure teacher effectiveness reforms.By reforming,it is meaningful to identify the qualified teachers,improve students' academic achievement and promote teachers' professional development.From No Children Left Behind Act to Race to the Top and Every Student succeeds Act,"teachers' quality","education accountability","student achievement" and "teachers effectiveness" has become the theme of teachers evaluation reform in American.The final aim of teacher evaluation is to improve student achievement.By teacher evaluation,the elementary education in American is developing constantly.During the 21 st century,Pennsylvania is trying to change the teacher evaluation system and establish a completed teacher evaluation system.Under the influence of No Children Left Behind Act,the education department of Pennsylvania begins to concern about the education accountability and establish the standards of high qualified teachers to improve teachers' quality.In 2008,the Federal Government carried out Race to the Top,Pennsylvania won the financial support from the Federal Government and committed to establish a new teacher evaluation system.The new evaluation system is different than before,which puts students' grades into in the teacher evaluation.Classroom observation combined with value-added assessment is to guarantee the teachers' teaching quality and promote the teachers' professional development.Besides,teacher effectiveness and student achievement is improved a lot.Reflecting on the problem of No Children Left Behind Act issues during the implementation process,the Federal Government enacted Every Student succeeds Act,the Federal Government gives states more right to develop the education.Pennsylvania adjusts the teacher effectiveness evaluation system to ensure the development of the education in the State continuously.Pittsburgh public schools became an outstanding representatives of the implementation of teacher effectiveness evaluation system in Pennsylvania.According to the conditions,Pittsburgh public schools develop criteria for evaluating the teacher effectiveness.The implementation of teacher effectiveness evaluation is to make ensure the quality of teachers and the students ' academic achievement improved.The study focuses on the teacher effectiveness evaluation system in Pennsylvania,analyzing the form,content and the implementation,summing up the characteristics of the teacher effectiveness evaluation system.Rethink the problems occurred in current teacher evaluation in our country so as to provide reference to the reform of teacher evaluation in China.
