In our country, disabled occupies no small proportion of the population, they suffer neglect and discrimination in daily life, and gradually become an socially vulnerable groups of vulnerable groups, it is difficult disabled to reach "an equal footing" with ordinary being,nor enjoy the higher equal opportunity with the ordinary people. With the deepening of the concept of popularization of higher education, educational equity has also been raised to a higher status, social progress let us clearly understand that higher education is not the exclusive prerogative of the ordinary people, people with disabilities need to the same education, equality of opportunity in higher education must be emphasized. In reality, a lot of good people with disabilities abroad rose build every year, because some domestic universities set stringent restrictions on professions, but they can enjoy a more relaxed environment abroad, so a lot of people with disabilities choose to study abroad. This virtually brain drain, it is regrettable. Compared with developed countries, there is really not a small gap, such as social attitudes to treat persons with disabilities, national policies, accessible system construction, employment security, the legal system and so on. How to narrow the gap,so that people with disabilities have equal opportunities for higher education treatment in the country and realize their value, we need various efforts to build a more comprehensive Disability Rights.This article discuss on equal opportunities for disabled people to receive higher education, the article is divided into five parts, the first part of higher education for limit and cost, the author proposed two standard to make the concept of persons with disabilities be clear, on this basis, further restricted access to higher education for persons with disabilities of specific analysis, emphasizing the different normal individuals in disabilities. The second part of reasonable restrictions and discrimination, primarily based on two files, combined with the need to discuss the actual reasonable limits, and make a clear distinguish between reasonable restrictions and discrimination. The third part of substantive equality, formal equality is not substantive equality, emphasizing the substantive equality for disabled people to receive higher education. The fourth part of the cost share, propose the main body and the form of standard, put forward their own views. The fifth part of the higher education system, it is the main part of the article, emphasizing four systems, recruitment system, university system,employment system, legal system so that to construct Higher education security system for Disabled.
