Research And Analysis On The Issue Of The Equal Opportunity Of The Higher Education Enrollment Of Shandong Province

With the function increasing obviously which the education plays in the development of politics, economic, and culture, the issue of the equal opportunity of education is more and more concerned by the government and people. It is a hot issue to research the education democratization, and the necessary means to achieve social equity. Especially since we entered the new century, facing with the new international situation, the knowledge-based economy pushes the higher education from the edge of the society into the center. Nowadays, China has entered a stage that the higher education lies in a popular development; the issue of the equal opportunity of the higher education is concerned more. Shandong Province, as an important coastal province, the tendency of the economy has being developed well for many years, and the education level also increasingly enhances. However, because of many reasons, after the higher education entered the stage of popular development, the issue of the equal opportunity of the higher education has not been solved well, it has many realistic problems. This article begins with the issue of the equal opportunity of the higher education enrollment of Shandong Province, which makes a concrete analysis of the equal opportunity of the higher education enrollment of Shandong Province from the different aspects, summarizing the achievements and analyzing the questions. Finally the paper proposes certain suggestions to solve the problem, in order to realize the equal opportunity of the higher education of Shandong Province, struggling for providing a model for the development of higher education enterprise.The paper is divided into four parts:The first part starts from the necessity and the importance to realize the equal opportunity of the higher education firstly, combing its theory evolution. Based on this, it pointes out its connotation and the misunderstanding easily produced, thus make everybody have a correct understanding about it, which lays the theoretical foundation of analyzing the realistic question and seeking the corresponding strategy as follows.The second and the third part mainly analyze the developing present situation of the equal opportunity of the higher education enrollment of Shandong Province. The second part, based on affirming the achievements, analyzes the main questions existing at present from several main aspects, for example, the coordinated development of different education level,the region distribution of universities,the policy of the college entrance examination recruitment,the charge of universities, the differences between sexes and so on. And in the third part ,it analyzes the reason for the unequal opportunity of the higher education enrollment of Shandong Province from two aspects of inside and outside of higher education, like the preservation of the dual economic structure,the insufficiency of the national education funds,the influence on the people's idea which the old cultural elements brings and the unbalance of the education resources disposition and so on.The fourth part based on the present situation and the reason of its existence of the unequal opportunity of the higher education enrollment of Shandong Province, proposes the corresponding strategies: abandoning the dregs of the traditional thoughts, strengthening the democracy construction; speeding up the economical development, transforming the government function, constructing the new platform for the development of higher education; Optimizing the system structure of education, advancing the organizational reform of education; standard the charge of universities, consummating the safeguard system of assisting students; strengthening the legislative construction of higher education and so on, in order to promote the healthy and continuing development of higher education democratic enterprise of Shandong Province.
