Taking the high-quality higher education resource as the object of the research,the paper focuses on the factors that influencing the distribution of the quality of higher education opportunities in China under the background of the expansion of enrollment.It is supported by relevant theoretical foundations of equal opportunities in education,and is centered on the quota allocation of high-quality universities represented by Peking University,Tianjin University and Shanghai Jiao Tong University,and then the paper analyze from literature review,data analysis and typical cases.First of all,this paper identifies the concept of education fairness and equal opportunity in higher education.At the same time,it defines the concept of high-quality of higher education resources.Secondly,an analysis of the distribution of enrollment places in high-quality colleges from the perspectives of population proportion,financial contributions from provinces,regions,strata,and households was carried out from a descriptive perspective between 1967 and 2017.Again,typical cases have been selected to analyze,and the paper add the factors of high-quality universities and rural special programs to analyze.Finally,the paper put forward some opinions and suggestions on the analysis of various influencing factors.The main conclusions of this paper are as follows: firstly,the population factor is not the absolute factor that leading to the different allocation of high-quality university enrollment quotas.The distribution of enrollment quotas according to the proportion of the population(the uniform admission rate)does not really solve the difference or inequality in the access to quality higher education.Secondly,from the perspective of the provinces' financial contribution to the central government,the paper considers that the economic contributions of the provinces are inconsistent with the economic levels of the provinces,and the economic contributions of the provinces are inconsistent with the enrollment quotas of high-quality colleges and universities for each province.Thirdly,the opportunities for high-quality tertiary education are very different in the region,and the stratum is hardened.Fourthly,different entrance opportunity of high-quality higher education is not directly caused by high-quality colleges and universities.The diversity of pupils in region is the main reason.
