College Counselors Professional Ability Standard (Provisional) Effect Research

Counselors are the backbone of Ideological and political education of college students, with the ideological and political education and the continuous development of counselor team growing, counselors' professional skills of the concept of gradually forming, from national level to each institution of higher education on counselors working, the function is more and more prominent. Ministry of education released the college career counselor competency standards (Provisional) "in 2014, which become a college counselor team construction of the professional ability of the new basis.This article from the current status of the construction of counselors occupation ability, to the evaluation of human resource management theory and public policy formulation of Rawls's "veil of ignorance" theory as a guide, select the Henan Vocational College of Art for the sample of the counselors occupation ability construction and counselor occupation ability standards for the implementation of in-depth surveys and interviews, through the analysis of and the sort of data samples, found the main factors which restrict the counselors and counselors occupation ability standard implementation effect:with cognitive errors and confusion about the occupation connotation of counselors work; the knowledge structure system of counselors should be improved; the construction of student groups and the system of counselors work influence; counselor team and other departments the lack of cooperation between universities and areas; unbalanced development constraints factor. Based on the above effects of counselors'professional construction and ability standard implementation and adverse factors restricting the effectiveness, the article from three aspects proposed enhanced career counselor competency standards of the specific countermeasures and suggestions:one is to accurately define the connotation of professional counselors, to further clarify the scope of their duties; second is to improve the counselor training system, the scientific development of career development planning; the third is to improve career counselor competency standards, to further enhance the operability.
