Study On Foreign NGO Supervision Issues Of Dalian

After reviewing previous research papers on the basis of a comprehensive literature research and interviews on supervision issues Dalian overseas NGO launched a systematic study. By analyzing the Dalian foreign NGO development and the status of its regulation in Dalian, the Dalian municipal government aims to raise with foreign NGO recommendations in cooperation with the administering effective management work, enhance Dalian on foreign non-governmental organizations supervision level, so that foreign non-governmental organizations to play its unique advantages and useful complementary role in economic and social development in Dalian.Currently, Dalian overseas NGO supervision lacks legal basis. Through overseas Dalian NGO supervision relying legal regulation system analysis, can be found in the current legislation to supervise the existing problems mainly for supervision diversification, supervision object and expenditures of information distortion, supervisors lack a sound legal basis, supervision is not flexible. The main reason is that the analysis made clear, unified provision of high-level legislation Dalian current legislative system of overseas NGOs, there is no definition of foreign non-governmental organizations, legal status, basic rights and duties, establishment and management, and legal responsibilities. About Dalian Overseas NGO supervision by relying on the legislation only comprehensive legal norms, lack basic legal programmatic, create difficulties in the actual management of the law cited. In Dalian, funding sources outside the NGO's more complex, a number of foreign NGO activities funded by Western governments direct funding, lack of management and control of project funds.Overall Dalian foreign NGO supervision issues showed diversification supervision issues, supervision activities and funding of object information distortion, lack of a sound legal basis for supervision, and it is not flexible. This paper relies on voluntary failure theory, the theory of public responsibility, governance theory, combined with Dalian foreign NGO supervision approach to improve policy and practice basis. On this basis, this paper proposes the establishment of Dalian foreign NGO supervision department, set up in Dalian overseas NGO Joint Committee to deepen the investigation on foreign NGO in Dalian activities, build Dalian foreign NGO classification supervision system, improve the Dalian foreign NGO financial information disclosure mechanism, improve the Dalian foreign NGO audit and financial oversight mechanisms, rules and supervisions according to local conditions to develop the Dalian Municipal Government, Dalian sound foreign NGO supervision and management system, strengthen Dalian overseas NGO qualification inspection system, improve the Dalian foreign NGO reward system, accept social supervision, strengthen cooperative supervision, strengthen self-construction of Dalian Municipal Government, Dalian municipal government to play a role in guiding public opinion and other recommendations.
