At present, in the course of building a moderately prosperous sociaty and advocating harmounious development of sociaty, we are facing more challanges as the increasing trend of imbalanced regional economic development, imbalanced equipment of the social public service and the inharmonious PE development between the rural and urban areas. As for this reason, the government is constantly required by the ordinary people to support them with more adequate and balanced PE public service. In the time of our country’s vigorous promotion of the new urbanization and under the advocation of the idea of the shift from a big PE country to a strong one, it is the requirment of the era and people, that we should realize the equalization of the basic PE public service between the rural and urban areas. Henan is a large agricultural province with a large population. The harmonious PE development between the rural and urban areas is of great importance for the increase of our provincial economy. However, due to the long-term dualization of the urban and the countryside, the supplyment for the rural PE development is almost maginalized, which results in the increasing gap in basic PE public service between the rural and urban areas.This research is based on literature, Survey, mathematical statistics and logical analysis,and takes the harmonious PE development between the rural and urban areas in Zhengzhou as its study object. The researchers investigates several districts in Zhengzhou and the rural areas and gains a through understanding of the situation, difference of the d evelopment of PE deve lopment between the rural and urban areas in Zhengzhou, and also the elements that affects its harmonious development. On that basis, they they find out the fundemental solution to the the harmonious PE development between the rural and urban areas in Zhengzhou and also promotes the other theoretical researches related to harmonious PE development between the rural and urban areas. That supplys the theoretical basis for the masses’ PE development, and accelerates the harmonious PE development between the rural and urban areas in our provinceThe research results are as follows:Although the current PE development in Zhengzhou keeps a good momentum, there is still exsists big gaps between the rural and urban areas in the frequency of physical exercise, the facility of the playground, the demend for clerk specialized in PE, sports consumption, demand for physical exercise, PE management, difficulties in PE activities, etc..The unfavorable factors for the harmonious PE development of the rural and urban areas in Zhengzhou are as follows:(1)Rural dual structure is a factor restricting the development of Zhengzhou City, Urban and Rural Sports Association, the realities of urban and rural two yuan gap between rural and urban development makes significant phenomenon sport uncoordinated development increases.(2) The age structure of the citizen in urban and ru ral areas who takes part in physical exercise is imbalanced, of which urban citizen in the age of 41 to 50 is fewer, the rural ones below 20 years old and over the age of 50 are the majority.(3) Poor awarenesses of the physical exercise citizens in urban and rural areas are as follows: lacking of frequent physical exercise, singal method of physical exercise, without plan for physical exercise, most of them exercise depends on influences of their relatives and friends.(4) The highest demand for citizens in urban and rural areas in physical exercise is the facility of the playground. Due to the large population, every ten thousands people will own one playground with little per area in our province.(5) The organization management mechanism of PE of the urban and rural areas is irrational, with few physical activities and unfixed method of management.(6) Lacking of professional PE instructors is a common issue that restricts the PE development of the urban and rural areas. what’s more, the age structure of them of lower degrees is imbalanced.The favorable factors for the harmonious PE development of the rural and urban areas in Zhengzhou are as follows:(1)The central ecnomic zone is the first inland area for economic reform and opening-up in China. Along with the continuous development of the central ecnomic zone, the struction scale of our provincial new urbanization is bigger and bigger, the gap between the urban and rural areas is reduced, and the difference in PE career between the urban and rural areas is to be reduced.(2)Zhengzhou airport economic comprehensive test zone is the first inland open trial economic zone of China, and the construction of which will promotes the new urbanization in the city of Zhengzhou, or even the whole province, and the harmonious development between industrialization and agricultural modernization(3)Currently, “ The Belt and Road Initiative” is the highest national level strategy. The openess of the center line of the Silk Road provides the opportinuty of tourism, economic and cultural development to the cities on line of it, which will promote the tourism development of, the festival activities, the cultivation of the tourism brands, media propaganda and international exchanges.Solutions to the harmonious PE development of the rural and urban areas in Zhengzhou are as follows:(1)We should fully leverage the country’s support for the PE development of the rural and urban areas, and under the real condition of Zhengzhou city and even the whole of our province, reduce the diffience between PE development of the rural and urban areas, realize the true development.(2) To intensify the so cial guide and propaganda through diverse flexiable methods to improve people’s formilarity to PE, the way and function of physical exercise and their awereness of PE.(3) We should make good use of the special fund financed by Henan province on the facility for citizen exercise, increase the financial support for t he rural PE development and rationally allocate PE resources between the urban and rural areas.(4) To establish, complete and increase the number of the agencies for PE organization of different levels and maganization, improve the related rules and institutions and service capacity of them.(5) To extend the application of the professional instructors in various levels of the sociaty and make the test strict, so as to the one who gains the technical title is of well professional capacity.
