The main purpose of vocational education is for cultivating skilled talents. It is part and parcel in the high school education stage and the strategic focus of constructing human resources powerful nation as well. The county level secondary vocational education is a weak point in the development of the whole secondary vocational education system. Therefore, it deserves special focus and major construction.By taking Henan, one of the biggest vocational education provinces in China, as an example, this study uses statistical data and field research data to describe and analyze the general situation of county level secondary vocational education. The thorny issues include high admission pressure, poor size stability, low quality of personnel training, complicated structure but similar majors, coexistence of educational resource shortage and idleness. Further analysis shows that the main causes of these issues are: 1. The negative effects of the outside environment of vocational education including taking enrollment seriously but not cultivation, paying attention on skills but not quality, caring about investment but not production, fragmented management system and so on; 2. The negative effects of the developmental environment of vocational education in county level, including vocational education defeatism, varying degrees of recognition and support from county level government, lack of quality design from county level vocational schools and so forth.According to the analysis about the problems and their reasons, this paper proposed suggestions from two aspects for improving the development of county secondary vocational education. First, the overall transformation of medium vocational education system. It should focus on quality instead of scale and give up the rigid requirements of 1:1 percentage between vocational and general education. Shifting attention from skill acquisition to the lifelong development and strengthening the basic knowledge and basic literacy education; from fragmentation to provinces and cities overall planning and highlight the characteristics of the county secondary vocational education. The new system values more on output than input and aims to establish talent training quality evaluation system for the secondary vocational schools. Second, optimizing the developing environment of the county secondary vocational education. it is necessary to strengthen the propaganda of the importance of secondary vocational education and stimulate demand, to improve educational quality of County secondary vocational education and optimize the supply, to strengthen the responsibility consciousness of the county government and carry out the security measures.
