Teachers are the fundamental cause of education. A high level of primary and secondary school teachers must rely on high-quality teacher education. As the basic body of teacher education system,county-level teacher training institutions have made a very important contribution to the teachers professional development and the improvement of compulsory education quality. However, with the deepening of reform of basic education, especially the completion of teacher compensatory education in compulsory education period, county-level teacher training institutions are difficult to assume the new task of teacher continuing education. Since the issue of "the Ministry of Education on strengthening the county-level teacher training institution-building guidance", Hebei Province have done a lot of work. In the new historical conditions, there is undoubtedly of great practical significance to build county-level teacher training institutions and enhance the quality of rural teacher continuing education.Based on the above understanding, this study using literature method, questionnaire survey, interview survey method attempts to analysis comprehensively and grasp the progress and problems of county-level teacher training institution-building in Hebei Province. Based on the above, this study attempts to propose a number of advance strategies to build county-level teacher training institutions. The opinions are considered by the author in order to improve the quality of rural teachers continue education.This thesis includes five parts. The first part is introduction, which includes the background and the reasons to choose this thesis,the research purpose and significance, the research results at home and abroad,the definition of related concepts and research methods. The second part presents the design and implementation of research, which introduced the basic profile of rural teachers and the development course of county-level teacher-training institutions in Hebei Province, specifically demonstrated the samples of this study, the design and preparation of research tools, the concrete implementation process. In the third part, the author analyzes the present situation of county-level teacher training institution-building in Hebei Province, especially introduce its achievements. Such as, the basis conditions of school improved, the integration of teacher education resources made significant progress, the quality of trainer improved, ensure funding for the mechanism further improved, the functions of teacher training institutions played, teacher satisfaction increased. In the fourth part, the author analyzes the problems and its causes. The main issues include that the functions of positioning not clear, weak conditions for school, the overall level of trainer not high, not meet the needs of training courses, relatively homogeneous teaching methods, unstandardized Organization and management, the funding of training shortage, inadequate train quality assurance systems. In the fifth Part,the author proposes a number of advance strategies to improve county-level teacher training institution building in Hebei Province, which include improving relevant policies and systems, promoting the integration of county teacher education resources, improving the mechanism to ensure funding , strengthen quality assurance system, Concerned about the needs of Trainees, improving the quality of trainers.
