County teacher training institutions are important platforms for the professional development of primary and secondary school teachers.It can be seen from a series of documents on teacher training issued by the state and Henan Province in recent years that it is the direction and trend of reform to integrate county teacher training institutions and establish a county-level teacher development center.The establishment of county-level teacher development center can promote the quality,balanced and sustainable development of county education,promote the rational allocation of educational resources in the county,carry out teaching research and various types of teacher training,build a teacher learning community,and boost the professional growth of teachers.Based on the analysis of the necessity of the construction of county-level teacher development centers,this study investigates the current situation of the construction of some county-level teacher development centers in Henan province through questionnaires and interviews.In most counties of Henan Province,county-level teacher development center has not been established.Although some regions have carried out institutional integration,the integration of institutions can only make them look more harmonious.The problems found in the investigation are:The function of county teacher development center is unclear,Unclear level definition,The conditions of running the school are not perfect,including the shortage of hardware,teachers,funds and curriculum resources.The evaluation mechanism is not sound.In order to strengthen the construction of county-level teacher development center,efforts should be made in the following aspects:Do a good job in top-level design and play a leading role in policy;The specific measures include establishing the function of county-level teacher development center,improving the financial allocation system and strengthening the institutional construction.Improve school conditions and create a good teaching environment,Specific measures include improving infrastructure construction and promoting the construction of curriculum resource base.Strengthen the construction of the teaching staff and build an excellent team of teachers,he concrete measures include renewing teacher training concept,optimizing teacher team structure,improving teacher team quality and creating teacher learning community.Establish cooperation mechanism and optimize multi-party cooperation,Improve the evaluation mechanism and standardize the construction of county teacher development centers.Specific measures include the establishment of standards for the construction of county-level teacher development centers and the establishment of a regular third-party evaluation mechanism.
