The effect of this Practice has also become the focus of all walks of life.Teachers who are devoted to this plan,as the main part,play a very important role in the effects. Under this circumstance,it is extraordinarily necessary to do a research on the living conditions 0f these teachers and perfect this plan on the basis of the research conclusions.However, teachers of jobs in the underdeveloped economy education backward area, their survival and development, not only related to the effects of special teachers plan, related to the development of rural compulsory education.This study through the Linquan County in Anhui Province in 2012 after the recruitment of teachers, the questionnaire survey to the related education management department leadership interview, part of the school leaders and teachers, and combed the survey data, understand the Linquan County in Anhui Province rural primary and secondary school teachers survival present situation, and the analysis of existing problems. Get the following conclusions from the survey data: primary and secondary school teachers work hard, poor working conditions, low salary; Teachers teaching experience is insufficient, lack of related training; The teachers evaluation system is not sound; Society for attention and recognition of teachers is low; Managers in the teachers plan the implementation of the policy of utilitarian tendency obvious, management organization establishment system insecurity. Above problem is one of the special teachers plan implementation process of the main problem.In view of the problems found during the investigation, this article puts forward his own suggestion, only perfect policy and system of teachers plan, optimize the teachers work and education environment, solve the problem of special duty teachers in rural life, strengthening teachers training and enhance teachers social recognition, actively encourage the development of special hillock teacher's professional autonomy, in order to fundamentally improve the quality of special teachers, in turn, promote teachers plan to effectively implement and continuously improve.
