The Influence Of Flowage Of Rural Elitist To Rural Governance From The Perspective Of Urbanization

The communication of politics, economy and culture is continuously increasing between urban and rural areas in the process of an increasingly urbanization. Rural elitist in a two-way flow is becoming more and more frequently between urban and rural areas. The flow of countryside elitist which has a significant influence to the development of urban and rural areas accords with the general effect of social rule in the process of urbanization and it is a compulsory step for urbanization development. On the one hand, a large number of rural elitists are blending themselves into the city which provides sufficient labor force for urban development and experienced technology worker for industry development as well as intellectual support for construction of urbanization. On the other hand, behind the flowage of rural elitist is a profound change of the traditional village which is going through under the background of development of market economy. Besides that it causes weakness of primary rural organization and shortage of rural cadres resources objectively. To some extent, village self-governance become a mere formality which makes the current rural governance elite facing losses. This article, takes a village called Ma Wan as an example, puts forward specific path of rural governance optimization by the studies on the influence of flowage of rural elitist to rural governance from the perspective of urbanization both from the perspective of macro and microcosmic. It contains further improve the system of villagers’ autonomy which can strengthen rural governance by system innovation and transform the agricultural development model which can guide rural elite flow reasonably. At the same time, the new elites will be cultivated which can promote elites governance by encouraging the elites to participate in village governance.Rural elitist is divided into political elitist, economic elitist and social elitist from the perspective of urbanization and the text analyzes the role of three kinds of elitists in rural governance and cities and towns respectively. This article, takes a village called Ma Wan as an example, gives a detailed analysis of the influence of flowage of rural elitist to rural governance and urban development. After summarizing the reason of flowage of rural elitist, the article puts forward some measures such as improve the quality of villager, establish reasonable flowage mechanism of rural elitist, reform household registration system and strengthen village autonomy which can guide the flowage of rural elitist and promote urban and rural harmonious development.The main content is divided into four parts in this article. The first part introduces the domestic and foreign research situation and the concepts of elitist, rural elitist and elitist flowage as well as the theoretical basis of rural elitist. The role of rural elitist for urbanization development and rural governance is analyzed in the second part. The third part analyzes the situation of rural elitist flowage from the perspective of urbanization and studies the reason of rural elitist flowage as well as the resulting effect. The strategies of promoting rural elitist flowage are put forward based on its situation in the fourth part.
