The Text Analysis About The National Student Loan Policy In China

In order to meet the Popularization of Higher Education and the institution of higher education tuition in our country, in 1999, our country started to use the educational cost-sharing theory and began to introduce a national student loan policy in college. Now, it has become to be the core of our country' college students sustentation system, and has become the main channel to help the poor students to finish their education. Although the current national student loan policy form a basic system and keep getting better, it is still far away from to from the realize the basic goal of "not let each college student out of school because of poverty." The research and analysis of the policy has also been a common concern of academics and government areas.According to the implementation of policies and features, we divide the policies which begin from 1999 to 2010 into four part, Create and form, Popularization and expand, Adjustment and reform, Deepening the reform and innovation. According to the different roles of the National Student Loan Policy, the policy functions of the text is divided into government policies, lending policies and repayment policies, supporting policies and measures, four policy text, as the analytical framework throughout the text. In this paper we will analysis the four stages of the student loan policy, to form the overall discussion of national student loan policy changes since the implementation. On this basis, the current text of the national student loan policy has deficiency and cause analysis on the functions of the government policies, lending policies, repayment policies, supporting policies. Finally, we targeted put forward the text of national student design proposals. We suggested that improve the functions of the government policy; to strengthen the effectiveness of loan policy; expand reimbursement policy channel; multiple perspectives complete supporting policy.This text from the view of policy analysis and use the methods of text analysis, literature analysis, comparison and graphical representation to analysis the 37 national student loan policy which has been used from 1999 to 2010.
