Research On The Key Influencing Factors And Internal Mechanism Of Excessive Emergency Response

In recent years,all kinds of emergencies occur frequently,such as the 2010 Zhouqu debris flow disaster,the Ludian earthquake in 2014,the Tianjin Binhai New Area in 2015,and so on.All of them have brought huge losses to the country and the people.After the occurrence of unexpected events,fast and effective emergency responses work has important practical significance to decrease the incident casualties and cause property damage,environmental damage,safeguard national security and promote the sustainable development of social economy.However,due to the late start of Modern Emergency Management,emergency system and mechanism not perfect,there are a lot of "Under Emergency" and "Excessive emergency" in the process of emergency response.In response to the "Under emergency",China’s experts and scholars have done a lot of research,and achieved some success,but for the "Excessive Emergency" are very scarce.In this paper,based on a large number of excessive emergency response cases in recent years,study the key influencing factors,internal formation mechanism and scientific prevention strategy in three aspects.The results are as follows:(1)On the basis of appropriate emergency response,gives an overview of the emergency response from the two perspectives of "Scenario-Response" and "Salvability",and summarizes the four characteristics of excessive emergency response: the formation of complex causes,the lack of rational behavior,serious public wasting a lot of resources and social influence.(2)The Behavioral decision theory and Group behavior theory as the research foundation,combined with a large number of excessive emergency response case,puts forward four key influencing factors: Excessive emergency response decision bias,Social forces and disorderly participation,Media guidance and Public opinion to promote.(3)Based on the emergency management system of our country,according to the characteristics of the emergency response,the internal mechanism of the emergency response is studied from three aspects: occurrence,development and evolution.(4)Based on the study of the key influencing factors and the formation mechanism of the emergency response,this paper puts forward the strategy of preventing the emergency response: Clear the central and local power,Establish the responsibility sharing mechanism between the central government and the local government、Construct scientific decision mechanism,Improve emergency decision support system、Establish an effective information dissemination mechanism,Correctly guide public behavior、 Improve the performance evaluation mechanism and rewards and punishment mechanism of emergency management.
