| Emergencies are catastrophic events that seriously damaged people's security of life and property.Facing emergencies,how to maintain the social order,protect citizens' personal property safety,quell rumors and guide public opinion correctly became a big problem facing government today.The root of solving emergencies is tracing origin,realizing government information publicity,and guaranteeing citizens' right to know.Deep understanding of internal relation between public emergencies and government information publicity,construction of effective and perfect publicity mechanism of government information,are exactly persistent effect mechanism to respond to emergencies.So the author will sum up the government information publicity problem from three respects including government,media and citizen,and develop narrative based on its body mechanism,content mechanism,legal mechanism,supervision mechanism,relief mechanism and supporting mechanism.And analyze the cause of the Chinese social instability by observing social reality.Then combined with China's national conditions and technical development,propose suggestion for improving government information publicity in emergency.In repective of legal machanism,improve the legislation level of government information publicity,confirm reglulations of government information publicity,confirm contents of information that shall be disclosed by government proactively,and add active participation of citizens and the media to improve supervision mechanism.Add official weibo and Wetchat to government information publicity channels.In respective of media mechanism,ensure the right of freedom and supervision of media report and improve professional quality of the media.Media must report objectively.In respetive of citizens,enhance the citizens' right to know,strengthen the consciousness of citizen's right to know,which can not only improve citizen's legal quality,but also promote and supervise the government information pubulicity. |
