The broad sense of the publicity of information is coming information out with the public, it includes the publicity of government administration; the publicity of market company; the publicity of credit of natural person. The narrow sense of the publicity of information is mainly the publicity of government information. This paper will discuss the publicity of information and some interrelated questions form its narrow sense.China affiliated WTO in November 2001,so China must both carry out duty and defend itself under the framework of WTO. There is a base regulation in WTO rules, it demand the government information should public. And China undertook promise in the publicity of government information when it affiliated the WTO. There were 50 countries have been drawn up the law of information publicity and use the publicity rule of government information. But in our country there is not a direct law of information publicity and always refers to other laws. So there are many questions when the government public information to people. So our government began to study the rules of information publicity. This paper will show our country's present situation and question on the publicity of information and construct the rule of our country's information publicity based on the regulations of WTO.The passage contains three parts. In the first part of passage, the author explains some base concepts such as the publicity of information and the rules of information publicity and its development. In the second part, the author study the rules of information publicity under the rules of WTO and explain WTO's basement rules; China's promise to WTO about the publicity of government information. In addition, it show our country's present situation on the publicity of government information from three sections: the positivist analysis of the publicity of information based on our E-government construction; 's reflection to WTO; the content analysis of local information publicity law of our country.
