With the advancement of comprehensive reforms in our country,urbanization continues to accelerate into the city,and many people have entered urban development.Various factors have led to mobile street vendors formed by landless peasants in urban-rural areas,laid-off workers in cities,low-income urban groups,ethnic minorities,retirees,disabled people and other vulnerable groups.The flexibility,low cost,low threshold and other characteristics of mobile vendors have attracted more people to join mobile vendors and the number of mobile vendors has gradually increased.The negative externality of mobile vendors is demonstrated in the business process,and urban functions cannot be fully realized.In the management of mobile vendors,many problems have been exposed.For example,the growing number of contradictions in governance,the unobvious effect of governance,and the fact that the management of mobile street vendors are not normal,are not conducive to the construction of a harmonious society.This paper takes the management of mobile street vendors in Deyang,Sichuan Province as an example.Based on the above background,the field surveys,questionnaires,and other methods are used to demonstrate the existence of mobile vendors,the management of mobile vendors and the attitudes of citizens in urban management departments.research analysis.The research shows that although the existence of mobile vendors brings negative externalities to the development of Deyang City,mobile vendors have become part of the development of Deyang City.All aspects must be considered in the long-term and cannot be forcibly banned.Most urban management departments adopt “single-center” administrative management mode to manage mobile vendors;Formulate relevant laws and regulations to clarify the legal status of mobile vendors;The government must increase the training and support for mobile vendors;The advanced experience of mobile street vendor management in developed countries can be used for reference;Build a multi-center governance model consisting of the government,citizens,and mobile vendors.I hope that the author’s proposal can provide some help to the management of mobile street vendors in other cities. |
