Study On The Emergency Security System Of Public Health Emergencies In Chaoyang District Of Beijing

Since entering the new century,the economic and social development of our country has developed rapidly,and the whole country has been showing a thriving scene.However,natural disasters,epidemic diseases and other public emergencies occur frequently,especially in a variety of regional public health incidents are still very serious,natural and social factors to the public emergencies also have an important impact.At present,in the face of the grim situation of public health emergencies and its variety and unpredictable,its destructive power and harmfulness can not be ignored.Therefore,how to deal with the public emergencies scientifically and reasonably,and to reduce the harm of the public event to our emergency has become an important issue and a serious challenge to the local government emergency work.From the perspective of public management,and through the practical analysis,expert consultation and questionnaire method,this paper carefully analyses the current situation of the emergency response and guarantee system construction,reasons,and existing problems which BeiJing ChaoYang District had when facing public health emergencies.At the same time,by comparing with foreign developed countries’ emergency response and guarantee system,learning from their Successful experiences,and combining with BeiJing ChaoYang District’s public health emergency existing situation,this paper provide solutions and Suggestions about establishing complete legal system and emergency security system standardization for this emergency response and guarantee system to help constructing sound local governmental public health emergency response and guarantee system.On the other side,from the social point of view,we need to encourage other social forces to join in and play their positive role to reduce the damage of the public health emergencies as low as possible,reduce casualties and economic losses,and help restoring social order and promoting social economic running stably.
