In recent years,under the guidance of the civil-military integration strategy,China’s private enterprises have invested more and more in the military industry by virtue of their own advantages such as advanced technology,flexible response and extensive channels.As an indispensable strategic force in the national defense industrial system,private military enterprises begin to undertake more and more national defense military product development projects and IT integration construction projects.However,private enterprises are generally weaker in project risk awareness and lack of experience in risk management.If they cannot prevent,timely discover and effectively deal with all kinds of risks in advance,private enterprises are more likely to suffer from project failure than state-owned enterprises.This paper summarizes and studies the previous theoretical results on risk management and expounds the general project risk management process of private military enterprises.Taking AW Company as an example,this paper analyzes the business model and business environment of private military enterprises,and uses detailed historical data and case charts to show and summarize the common risk factors and management characteristics of military IT projects.This paper introduces risk assessment techniques such as Delphi method and fault tree analysis,as well as common risk control techniques such as risk avoidance,transfer and acceptance,and focuses on the dynamic risk control system with feedback mechanism.On the basis of theoretical research,taking the K project of AW Company in implementation as an example,the empirical research and analysis are carried out.SWOT analysis is used to sort out the problems existing in risk management.Comprehensive use of historical data method,expert interview method and other tools for risk identification.The severity and occurrence probability of risk consequences are assigned by means of collective wisdom and subjective experience value.The identified risks are analyzed and evaluated by risk matrix evaluation method.According to the risk rating obtained from the assessment,risk response measures are formulated one by one and applied into the management practice of K project.In terms of the choice of control strategy,the author discusses the suggestion of risk response from the user’s perspective and the importance of risk management and supervision by examples.The risk control techniques such as repeated backup,smart design and standardized design are put forward by means of consultation.At the same time,in view of the complex and changeable risk factors of military IT project,the risk control feedback mechanism is proposed and applied to improve the risk management system of K project.After the implementation effect evaluation,the potential risks of K project in technology,progress,economy,confidentiality and other aspects have been effectively controlled,and the loss of adverse risk consequences has been avoided.The feasibility and effectiveness of risk control technologies and strategies such as risk matrix evaluation method,repeated backup,smart design and feedback mechanism have been verified.
