Study On Henan Province Highway Overloading Governance Optimization

Over the years,the problem of road overloaded transportation has always been the focus of attention.With the continuous improvement of expressway network and the increase of traffic mileage in Henan Province,the problem of overload and overload is getting more and more serious.From the national level,excessive overloading plays a destructive role in the development of the economy,and affects the safety of the public's life and property.For the transportation industry,it also interferes with the order of the market.For a long time,the relevant experts and scholars have done a lot of research on the overloading of the expressway,and actively seek advice on the problem of overtaking.The departments concerned have always tried to crack down and harness the overloading behavior,but they have not effectively suppressed the illegal behavior.First,on the basis of the background of the research and the significance of the topic,this paper systematically introduces the harmful cognition of the overloaded transportation at home and abroad.The process of improving the laws and regulations of overloading the corresponding measures and methods,and systematically analyzes the control work over the overloading at home and abroad.Then this paper summarizes the experience of governance overload at home and abroad.Then,the author analyzes the definition of overloading and the inherent similarities and differences between the two,and discusses the harm caused by overloading in many levels.Taking Henan Province as an example,this paper makes a detailed analysis on the problem of overloading on the road,and puts forward a series of solutions.Then it introduces the general situation of overrun and overload in Shanxi,Shandong and Shanxi provinces,and draws lessons from three provinces' analysis.Then,according to the reality of Henan province's control on expressway overload,we put forward countermeasures and suggestions for speeding up Henan's highway overload control.This paper puts forward the countermeasures and suggestions from six aspects: the sound of laws and regulations,the cleaning of the source of the overloaded transportation,the breaking of the interest chain to guarantee the enforcement of the law,the construction of truck weighing and returning facilities,the perfection of the supervision system and the realization of the information overload and overload of science and technology.Finally,through literature research,field investigation and comparative analysis to achieve the conclusion.Through the integration of existing resources,to establish a linkage mechanism of overload control,to joint highway departments,to minimize the cost of thecarrier,to reduce transportation costs,to control the source of governance by means of information,we can keep the sustainability of overloading governance ideas.Only in this way we can fundamentally control the occurrence of vehicle overload.
