Abstract/Summary:
The rural revitalization strategy is the overall focus of the " Agriculture,rural areas and farmers" work in the new era,which is related to whether China can fundamentally solve the urban-rural development gap and whether rural industries can continue to develop.Village cadres are the main body of rural governance and the responsible person for whether the rural revitalization strategy can be implemented in the "last mile" of the vast rural areas.Therefore,the work performance of village cadres directly affects the implementation effectiveness of the rural revitalization strategy in the vast rural areas.From the creative proposal of rural revitalization at the 19 th National Congress of the Communist Party of China to the comprehensive promotion of rural revitalization now,the rural revitalization strategy has achieved a transformation from the planning period to the construction period,and has also put forward updated and higher requirements for the work of village cadres.The norm of village cadre work is that there are multiple tasks,heavy tasks,complex tasks,and high work pressure,Therefore,studying the impact of work pressure on work performance of village cadres is an important issue that must be explored in the context of comprehensively promoting the rural revitalization strategy.Role overload refers to the perception of stress that individuals lack the necessary conditions to complete work tasks due to the excessive tasks that a character needs to complete or their own expectations of the role being too high.It is an important part of job stressors.The various policies of the higher-level government,such as "a thousand threads above and a needle below," ultimately have to be conveyed and implemented by village cadres to every villager.Village cadres undertake heavy work tasks and,under the burden of both village secretary of the Party branch and directors of villagers committees,promote the members of the village "two committees" to think and use together,and also require fewer people to complete more work.At the same time,village cadres are responsible for tasks such as developing the economy,regulating village disputes,and promoting agricultural technology.They also have higher requirements for their own knowledge reserves.Insufficient knowledge reserves in economic,financial,and legal aspects of village cadres can also lead to their inability to complete work tasks on time and with high quality,and lead to role overload.Therefore,this article selects an important representative of the source of work pressure for village cadres: role overload.Based on the theory of resource conservation and the work requirements resource model,it explores the mechanism of its impact on work performance,in order to improve the work performance of village cadres,and provide assistance for comprehensively promoting rural revitalization and achieving agricultural and rural modernization.Based on the conservation of resources theory and the job demands-resources model,this paper argues that the role overload of village cadres may reduce the public service motivation of village cadres,further affect the work performance,and ultimately reduce the work performance.The higher level of Zhong-Yong thinking may reduce the negative impact of the role overload of village cadres on the public service motivation,and weaken the mediating role of public service motivation between the role overload of village cadres and work performance.Based on the job demandresources model,when the role of village cadres is overload for a long time,it will inevitably lead to the continuous consumption of work resources and the potential motivation of work,that is,the public service motivation is ’ burned ’ like firewood,thus reducing the public service motivation and leading to the decline of their work performance.According to the conservation of resources theory,individuals tend to protect their own resources,avoid resource loss and obtain new resources.When village cadres continue to make efforts to gradually consume psychological resources because of their role overload,the supplement of Zhong-Yong thinking as an important psychological resource will compensate for the loss of individual resources,thus alleviating the reduction of work performance caused by the reduction of public service motivation.This study selected the mature scale of role overload,public service motivation,Zhong-Yong thinking,and work performance at home and abroad,and revised it according to the working environment of village cadres.Using a questionnaire survey,270 valid samples were collected from village cadres in some urban areas of Sichuan Province.The survey results showed that:(1)the role overload of village cadres significantly negatively affects work performance;(2)The public service motivation of village cadres plays a part of the mesomeric effect in the negative impact of role overload on work performance;(3)Zhong-Yong thinking regulates the relationship between role overload and public service motivation;(4)Zhong-Yong thinking regulates the mediating effect of public service motivation between role overload and work performance.Based on the research findings,corresponding management suggestions were proposed.This study is rooted in the public sector employees and the main body of rural governance-village cadres,revealing the mechanism of the role overload of village cadres on work performance,and expanding the research on the outcome variables of role overload.In addition,this study is also helpful for relevant departments to take a series of measures to reduce the work performance of village cadres by reducing role overload,improving public service motivation,and the level of Zhong-Yong thinking.
